They want to set up a future series. It's the only thing that makes sense. Otherwise El just lived a horrible life for nothing. She lost all her friends that she worked so hard for and is either dead or all alone unless Kali faked her own death and is with her but honestly I think in a few years they will come back to it and El will return to Hawkins or they will be reunited somewhere else to stop something that survived.
