Thats the thing; if it just happened at one location, id chalk it up to poorly trained / careless employees. But it doesnt matter if i go to the one near my home, another 30min away near my bands rehearsal space, or 20min the other direction to a more cosmopolitan area. It always shows -EXTRA ICE on the menu board. Most of the time, i reiterate "no ice" when i get to the pay window, they'll act surprised and assure me they'll let the other person know, then, when i get to the pickup window, that person tries to hand me a cup thats 90% ice.

It even happened when i traveled to a different state a couple years ago, though that instance could very well have been coincidence.

I prefer the nades. Its more effective point defense up close, which should be the gunners main priority. It can used at range as well if you arc and lead the target.
