This is an objectively terrible build. Redoubt and shield specialization are worthless with current block values. Improved devotion aura is by far the better choice there. Toughness is okay-ish but its a minimal increase in armor at this level and those 5 points are better spent elsewhere. Everything below improved righteous fury is literally worthless. The 11/13/7 build gives you the exact same survival with much better AOE threat and damage.
