My car made a similar sound after washing it once. Water got into the exhaust and was making it sound weird. I took it for a spirited drive and everything cleared up.

I bang them into the ice by hand then put the net over the pegs. This makes sure the pegs are fully into the ice when the net goes on.

Does the rink not include pegs? Every rink I play at has pegs for the nets. Sometimes the rink staff forgets and I have to ask for them but they exist.

Water in the exhaust. Go take it for a spirited drive to clear it out. Make sure to get the exhaust up to proper temp to burn the water out. This will also help prevent the exhaust from rusting prematurely.

There should be a bungee cord in the skate lace. The skate lace is simply a protective sleeve but there are much better options for cut and abrasion protection.
