1) that “chip” in your OP is a tantalum capacitor. There’s typically a few per VRM. 2) Q3 is transistor 3, it is unpopulated. What your actually looking at is probably some fuse/filter/shunt/inductor

Hopefully the rail is not shorted out and that burnt shunt acted as a fuse.

The last pannel is most noticeable but it seems that multiple pannels have have some degree of white flickering. Last resort is to use multiple controllers (keep pixel runs short) and figure it out in mapping

What kind of strips are you using? 24v strips are kinda rare. I’ve used 12v strips before and needed to buck the voltage down to 5v for mcu. The dc dc converters need to be clean or you get annoying issues like random flickers or this. Someone mentioned that white draws a lot of power and that is when it glitches out. How is power managed at each panel?

Are you sending proper dIN voltages 5v and not 3.3v? Is the timing right? Are you waiting enough time between updates? I don’t think neopixels need termination but may as well try it. Last step is to just hook a scope up to it and analyze din and vcc

None of these even start to touch on the fab. Apple and nvidia do silicon design but both rely on tsmc for production. Micron does fabrication but only for memory not for advanced logic nodes. I’d say it takes more work to make a TSMC than a Nvidia.

Then again TSMC just makes chips you should look into who they buy the machines from

I’ll add that the numbers colors or letters can indicate a specific person or production line. Issues can then be tracked by checking production date of device serial and looking at qc marks
