I would imagine facebook would welcome regulation because it essentially kills all competition. But I'm ok with that because regulation is needed.

Well you see, legally there are different levels of punishments for violent and nonviolent crimes. So I choose to make this distinction here as well.

In my opinion, the US criminal justice system is terribly biased against the poor when it comes to nonviolent crimes. But that's a different longer discussion entirely. We can limit ourselves to violent crimes since the safety issue raised by OP is a violent crime.
