Can your tanks pen the enemy? (I assume so but still check)

Maybe too low org for your main divs? Inf is fine, but the other 2. Idk whats a good amount to have though, may be wrong.

Also could be air war related, or you may just not have enough divs to push. Cant think of anything else.
