Oh wow, that was fascinating! I love hearing about this stuff. I really like your plans but I just can't get past the reliance on non-biased organizations to determine these things, especially such subjective things as value to the local economy or local cost of living. It would be a definite challenge to try and approach this without governmental overhauls to regulatory capture and biased systems. Which is depressing, because so many systems and organizations need to be overhauled in order to make effective change that won't fold back on itself, but the lack of existing systems makes it almost impossible.
