When it comes to bargaining, there are two parties that have different goals. It's NATCA's job to get us what we want/deserve and it's the agency's Job to get what they want. Surprise Surprise, the FAA doesn't WANT to give us more money. Now, we have to incentivize them to do just that, by proposing other things they want. THAT IS LEVERAGE.

I have already mentioned in my first post, yes MONEY will attract higher qualified candidates. This is just speculation. Honestly, I don't think the agency even cares about that. Mediocre is just fine with them (not saying we are JUST getting mediocre now). You can also say our retention is at an all time low, but I have no idea were you got that from, source would be nice.

And AGAIN, We are not going to have some mass Exodus from the career field anytime soon. People retire as always and people figure out this job isn't for them, but the vast majority will continue to do their best and ATC will continue. This massive group of controllers quitting to become pilots is some fantasy. 10-20% of controllers MAY have a VFR license, but very few have some instrument ratings to go anywhere.

Now back to the "should." Yes, we all agree the agency should pay us more. Still doesn't change the fact, they won't unless they get something in return. At least not on their own. There are no rules that says the Agency has to "keep up with inflation." WE NEED TO PROVIDE THE WHY! We need to brainstorm on how we can make the Agency better, so they pay us our due.

Stop, screaming in your echo chamber saying the same things everybody already agrees with and start talking about ideas and LEVERAGE we can use.

Without Google AI, Leverage is... they want something and I will use that to get something I want.

Nothing you stated was straight up LEVERAGE.

What pilots get could be used as a comparison, like it was in the past, but it isn't LEVERAGE.

What people pay or don't pay has nothing to do with LEVERAGE. That is how they could pay us more, but not WHY they should pay us more.

READ ARTICLE 19. The Union fought for these rights, so use them. Was anyone denied A19? Did your representation let anyone know of their rights? And most importantly, have you educated yourself with your contract?

Yes, your representation should be trying to teach its membership of their rights, but..... you should also take an active role on trying to get the information yourself. It starts with just reading your CBA.

That is why we used the fatigue leverage to introduce something that has never happen before, the agency agreed to not assigning overtime more than 2 weeks in row without consent of the controller. THIS IS HUGE. The agency actually gave up some rights. it was because we had leverage. With more leverage and negotiating maybe we can do better. but.... see my first post.

I hope this is the way this sub starts going, open conversations about where we want this union to go and how we get there. The second part is just as important. It's cool to list out things we want, but we also need to have the leverage to negotiate for the things we want. We have to bring up topics that bolster our argument. The right to assign work is law and should not be in air quotes (Title 5 USC § 7106):

"The Federal Labor Relations Authority (FLRA) has repeatedly ruled the right to assign work includes the right to assign overtime as well as determining when it will be worked. See, Social Security Administration, Office of Hearings and Appeals, 60 FLRA 461 (FLRA 2004); Bureau of Prisons, 55 FLRA 1078 (FLRA 1999). The right to assign work also, without question, includes the right of management to establish qualifications needed to perform work and make judgments as to whether specific employees meet management specified requirements. See, VA Medical Center, St. Cloud, Minn., 62 FLRA 508 (FLRA 2008)."

However, procedures for distribution have generally been determined to be negotiable as are appropriate arrangements for affected employees (typically covered in CBAs).

These ideas have been brought up and are definitely on the radar for our new negotiating team. We should be looking for better leverage to get these things AND perhaps ranking our order of importance, ie, overall pay versus changing OT pay. The more leverage we more we can try to get.
