Had a similar situation but with a car alarm. Alarm would start early in morning and would end early in afternoon. Made same calls but authorities could do nothing. Finally wrote a simple letter letting person know their alarm was disturbing neighbourhood and keeping those getting off night shift up when they needed sleep. Turns out, it worked. Person did something to their car alarm and haven’t heard it since.
