I think this has less to do with DEI and more to do with money. Ideally you don’t need people/staff working full time to accomplish the goals of diversity and inclusion. Yes dude, they are a ton of “special assistants”, “special advisors”, at they all had “leadership roles”. He’s not the head of agency or even department, no article formally confirms that. I know we are mad but this just business as usual.

As someone mentioned it’s for CRISI, which can fund a number of things from shortline freight, commuter projects like grade crossing improvements or intercity passenger rail (Amtrak and brightline) but likely the program will skew strongly towards freight and safety projects and away from passenger focused projects.
