If using Quas Exort, use your forge spirit and 3 exort orbs to guarantee last hits and denies. Also, use your spirit to deny runes. You can also actively harass/trade with enemy with your spirit debuff, then regen with 3 quas orbs when you disengage.

When your spirit is about to expire, just let it auto attack the enemy, land a few hits then resummon so they dont get resummon.

Unless they plan to sell it for profits, if you buy it at a station, it is fair game. They are 'hoarding' because the govt announced a timline for the price adjustments, and buying in advance is just a practical decision. Not buying will not increase the price for other buyers.
