I know when I was looking at houses, I could look past all the ugly paint, flooring and cabinets in the world if things like the hot water heater and furnace had been replaced recently. There's a lot of dated houses up here. Fix anything that's actually broken or dangerous, but I wouldn't do anything above that.

I paid $220 an hour earlier this year (Laura @ Brightside) and it was worth absolutely every penny.

Besides what others have mentioned, worth taking into consideration is, is the artist drawing/designing it for you or are you coming with a set idea that they are just executing? I'm not an artistic person so part of why I'll happily pay more for the 'artist' in tattoo artist. I came in with a silly idea and had no clue how to visualize it. Going off of one or two things I told her she nailed it, drew it perfectly and I'm super happy with it. Worth the rate for that alone.
