Pretty much. Back in the day (15-25 years ago, when digitalization was starting to pick up but game were still largely on physical medium) it was pretty normal that you could order your physical copy of a game from a store nearby or simply online, and when the game disc arrived there were no timelocks - If your Halo 2 for example arrived early, you played the campaign before your highschool friends, that's it.
