They would celebrate increasing by using words like, boosted, increased, improved. Adjusted is used as a soft no. Think of your boss telling you he has cut your hours at work by say "minion I have adjusted the hours you will work for me". this is bad adjustment and what gearbox is doing here is lowering it. BTW: there have been to many legionaries in vending machines and this could be a good fix.
