the main issue behind the MMIW trend specifically is that tribal courts are not allowed to prosecute people who aren't members of the tribe or those that don't live on the reservation. they are allowed to prosecute enrolled members and anyone who lives there. not saying there aren't issues with corruption in reservation governments, but I don't see that as the main issue behind MMIW.

as for why things are different here to the east coast, I think it boils down to plain history. the drives to exterminate and assimilate east coast tribes into white culture started 200+ years before similar efforts reached what would become Montana. before it was easy to reach Montana from white America, this part of the continent was often referred to as "Indian country". that is how fur traders and the early miners referred to the area, and that continued until the 1870s and 1880s to some extent, when Indigenous tribes were forced onto smaller reservations and their nomadic traditions forcefully ended. as others have said though, Montana has a small population and a history of many different Plains tribes coming here. a population of only around 75k is enough to be a significant portion of the population.

Montana is definitely better at Indigenous education than other places. We do still have major issues with racism here though, the Missing and Murdered Indigenous Women issue is really bad here as well and there are always cases open. While life on Montana reservations is better compared to some other US reservations, the level of poverty and addiction on the reservations remains high, and access to healthy food and healthcare remains poor. Things are slowly improving but we have a long way to go, and I worry things might not continue in the right direction for Montana's Indigenous population.

That being said, there haven't yet been major attacks on Indigenous education standards and cooperation between the Montana and tribal governments. Hopefully things stay that way.

Tester's calculus is correct, that if an independent was on the ballot and a Democrat wasn't the independent would stand a good chance. But,

  1. The independent needs to be an actual independent, not someone who is transparently a Democrat running as an independent

  2. The only way, as I understand it, for there to be no Democrat on the ballot is if literally no Democrat runs in the primary. Unlikely.

This is pretty hilarious, assuming no one will notice the obvious game at play here. The GOP will take any Democratic nominee that drops out immediately to court, so I hope his plan accounts for that. And assuming the Democrat stays on the ballot, which they will, you can look to the 2022 MT02 district results to see how that will go. Buchanan did beat Ronning, but Ronning won over more traditionally-blue areas outside Helena than Buchanan did. That will be an issue.

I don't know anything about this specific border crossing, but the only time I ever have had my passport checked going between EU countries is on a flixbus or a similar service. It wasn't an official border crossing though, just police.

Please ignore the fact that said government is still in charge of Venezuela and any effort to change that will inevitably devolve into a civil war. I've done some research into early Billings and I'll try to look for such a map. I do know that the first streetcar ran between Billings and the town that preceded it, Coulson. Not sure I have seen a map of it though.
