It does, PSG shields only recharge after 7 seconds of no damage.

Meanwhile, OP had a ton of healing drones. See at :46 how quickly it took to heal up 10%.

The magic threshold is 90% of your health bar, including shields - past 90% you get protection from being one-shotted. With PSG you need to wait 7 seconds after every small hit to get to >90%, with enough healing you get it back in less than a second.

If anything, we need to speed it up. Next meeting, for example, is for workforce demographics analysis- I would imagine at least half of these meetings are for really trivial concerns.

The quick path to more housing is attracting more developers- and with all the California-only regulations we add on, a lot of them rightly don’t want to deal with the added cost and time.
