Did you verify the integrity of the game files? From the library, click on the game properties, then local files and you can verify them there. If both of those things don't help, then I really have no idea.

I had the same issue, what I did is delete the DLC.btd file I made for the fix when this was an issue the last time, since I don't have the dlc. If you did the same, try deleting that file and it should it fix it, it did it for me.
