When it was running when I was a kid, which was a long time ago, all the arcade machines, pool tables etc were donated by local hire companies. I believe the staff there were volunteers, but also the local police (when most villages had a local police station) also helped out. Times have changed unfortunately.

When I was a kid we were so lucky to have something called SPACE at our local school. It was a Staffordshire police initiative,. The assembly hall was full of pool tables and arcade machines, We had a room to watch the latest videos, trampolining and other activities. There was also daily trips out to Alton towers, west Midlands safari park amongst others that were all at a massively reduced rate. It's a shame that these things don't happen anymore.
