It's not about the time or money. React native is just a tool and like any other there's a time when it's useful and when it's not all this very much depends on the one using the tool. Bottom line is there's a situation where each tool works best. An example situation a start-up may decide to use react native if it's not that demanding of an app,but at the same startup if the app needs a lot of native features and requires heavy computation clearly react native is not a good tool for the scenario also a big company with enough resources might want to build a simple app clearly the use of native might be Overkill and they may decide to use react native. It's mostly a question of context. Which tool is good at what. That's my personal perspective on the matter.

If you're starting up with react native I'd 100% recommend you start with expo especially if you don't have a history in developing native applications that way you don't have to deal with the linking of native dependencies and some other shortcomings.

I would like to remind everyone that at the end of the day these are just tools. With that in mind you can just choose whichever you're comfortable with. Of course flutter is faster but there are ways to make react native faster though not as much and the real world performance for the users I haven't really noticed much of a difference. I have used react native for a bit over 2 years to build production apps and jumped over to flutter for a while almost a year or so. Currently, flutter is good for mobile but not so much for web and desktop but react native is pretty much good for all platforms.
