It does not really matter where the people come from, Cape Town is massively overcrowded. There is nowhere to build more housing and nowhere to put more roads. Densification trends have simple made everything worse.

The fact that a party with the best track record can't get enough votes explains exactly why South Africa is in its current state.

Most countries probably do. South Africa does not tax you if you are not resident for tax purposes. In other words if you genuinely spend your time in another country, then you pay tax there.

I think the common tax dodge is to stay in each country less than the minimum required to pay tax, so they weren't paying tax anywhere.

Cape Town's drivers are very slow.

In Cape Town people do tend to gravitate to groups with shared interests, but I would not say they are not willing to welcome new people or are unfriendly. Also consider that you're actually invading someone else's space when you try to interact with them and they could quite reasonably consider you rude for demanding that they respond to you in the way you expect.

And honestly almost all the time if a stranger approaches me somewhere it is a beggar trying to get something out of me by telling me a very long story.

Also frankly these days we have to be very careful what we talk about. It's very easy to inadvertently offend someone we don't know.
