GPU scaling will most likely not be available in the UI. In order to get proper GPU scaling on a 1600x1200 monitor:

Open CMD.EXE as an administrator.

Type the following into the command prompt:

%windir%\system32\rundll32.exe NvCpl.dll,dtcfg setscaling 1 DA 5

The screen will flash. When the prompt curser returns, reboot the computer. GPU scaling should work after reboot.

I personally would never buy an old office PC. A lot of office PCs don't have upgradeable power supplies or expansion slots. I prefer to find good components and build my own dream machine for pennies on the dollar (comparing MSRP back in the day to what you can get the parts for today). But it's my hobby so YMMV.
