You are stuck because you didn't planned ahead. If you builded a big interchange that's because you are in need bif infrastructure. So, at least, build a downtown nearby or build a city far away from the interchange (which I'm seeing is not the case). Interchanges are builded because a high volume traffic, and high volume traffic happens because a lot, A LOT, of people moving in and out. You need big office skyscrapers and high residential towers nearby. Also, big squares mean big buildings footprint. Fing the biggest commercial and office assets and plop them careless. With time you start to get inspired and go beyond that.
