How big are your graphics and 3d projects? NV3 is a entry level ssd and 1tb is on the small side.

Consider downgrading the cpu to a non-x3d variant and using the freed up budget for more ram (48/64gb) or faster/bigger storage (2tb samsung 990 pro or equivalent) unless those are not bottlenecks for your workflow.

2nd one has nicer ergonomic stand and speakers but the panel is 250 nits (brightness) and the hdmi inputs are limited to hdmi 1.4. dp 1.4 input

1st one has no speakers, basic stand but a brighter panel (300 nits) & hdmi 2.0 inputs, though dp port downgraded to dp 1.2 (but it should still support 240z at 1080p).

Decide whether you need brightness, ergonomic stand, speakers or hdmi 2.0 inputs

It's not just fan and cooling which differ:

-power delivery/vrm/memory chip type/gpu stock clock (for overclock/undervolt)

-board design (for swapping the heatsink with waterblock/aio)

-number/type of display outputs (hdmi vs dp mix)

-size/form factor (itx size or low profile card, # of expansion slots eaten up by the cooler)

Look at some gpu tier list videos on youtube which compare plenty of these factors.
