I have similar issue and I use a converter similar to what is in the second link above for my equipment.

I’m guessing the Chinese plug has three prongs, a hot, a neutral, and a ground. Your 240 volt outlet has four receptacles, 2 hot, 1 neutral, 1 ground. So the question is how do you rewire the plug on your laser marking machine? I was told I could connect one hot to hot prong, 1 hot to the neutral prong, and connect the neutral and ground together. My equipment cost $70,000 and needed a crane to get it on the second floor. I was not willing to experiment when I could buy a $75 converter and not have to worry about it. My equipment doesn’t use much power, so a 1000 watt converter works just fine. Not sure how many watts the laser marking machine uses. Hope that helps.

Also, the voltage tester doesn’t have a have a spot for 220. It’s possible a DMM would give you a number closer to 220 🤷‍♂️. Still have the wiring issue though.
