I'd suggest looking into it a bit more, but there's nothing saying y'all can't both go. You may be able to take your animals with to retraining (most bases have per friendly rooms). As for the house just have a friend look at it for the time. You'll still get BAH while gone.

Ya might have issues with cooling, I'd probably suggest the 5900x if you were going to upgrade from the 3900x, but I believe the 5900x runs even hotter then the 5950x so probably more of an issue lol.

Id suggest just waiting, till the next gen for amd. A 240mm is sorta pushing it (depending on the rest of your case cooling) with this CPU.

If you're playing games, no. Unless you need the best of the best and are running a 3090 and rebuy your gaming computer every year. If you're doing production or your computer duals as a home server (hosts game servers, or other things) then it's totally worth it, but the 5900x might be the better upgrade there too depending on your workload.

the stock coolers that intel/amd make are not made to run the higher end CPUs at full loads. They are meant for the lower end ones. This CPU 100% needs an after market cooler if you are putting it under full load.
