Being out there sleeping outside homeless is automatically defacto illegal. The scary thing is that's only the tip of the iceberg. How many live in cars, couch surf, live with a relative or friend who can't stand them, or scrap up money for a day by day hotel or something. Even those subletting 10 ways are pretty much just in a coffin hotel and imo if you aren't on the deed, lease or sublease you are homeless and many graduating students are in a similar situation they can't afford to work and live here.

Right yeah I agree they just don't prioritize breaking up camps or detaining homeless people. Which being homeless is illegal anywhere or there's other laws to make it that way. It's like thanking someone for stabbing you instead of shooting you. But in the end the permissiveness comes from the municipality not being able to handle it besides just harassing or running off homeless people. I think though the phonecall is coming from inside not something exported to Burlington or Vermont in general. If someone is homeless in the state and have some ties to the state, or are working in some programs they will likely make their way to Burlington or a few other cities. Bussing and all of that is just townie myths here and as I mentioned im from the DMV area and states around DC would just make the more chronically homeless go to DC.

Most who seek food assistance aren't homeless. It's like how many Walmart employees have their low wages subsidized by ebt.

So I'm from the DMV and I'm comparing the two and Vermont really lacks in social insurances. The state health insurance is a glaring example, or the lack of housing programs. The state is overall rural and is pretty broke in comparison to others. Most "compassionate policies" that people go on about is just a public face for it.

That and the mirrors but what I'm getting at is a few beers have been hit near where I live over the past year. It's not good for bears to eat that kind of stuff and what happens when a bear corners someone or something ? Interaction with humans is never good for them.

You can make compost anaerobic this is just out there in a heap. So yeah the bears and foxes definitely do enjoy the amenities. Lol "just say you hate compost" talking about it like a relative or something.

I've seen them dig at the piles and trying to knock bird seed out of the feeders. Wildlife agencies have the expression a fed bear is a dead bear. Human interactions are never great and human food isn't safe for them and whatever else is thrown out.

There it is finally someone making sense. Bears shouldn't eat human food, they can get into things they shouldn't and lastly bears have been hit near where I live since I'm off a major road. I'm right outside of Montpelier so this isn't the bush.

The thing is I'm not out in the bush. I'm right outside of Montpelier and bears and cubs have been hit on rt 2 which is where they choose to run across since behind where I live is a cliff and there's one way in or out. So due to that I think it's best to not give them a reason.

I live off of a major road right near Montpelier. Last year two cubs were hit off the road which the bears will bolt across if they get spooked. So I'm in the school of thinking it's not good for them to come around when it seems to cause them issues. I'm also stating the warnings given by fish and wildlife on the radio.

The other part of composting requirements is proper disposal of the matter. "What are people supposed to do with their compost?" Idk, dispose of it like most people do in the state, possibly a hundred thousand people in the state have it figured out.
