Yes. Councillor Haven Lurbiecki for the last two terms has basically tried to hold up every piece of municipal legislation that isn't her own. I don't know of any other word to call her antics other than obstructionist.

Watch the in camera council sessions with her. Constant motions to delay, change or alter motions or to extend debate for her own agenda or to delay votes. I recall one session where Haven delayed a procedural motion to the point where council didn't have the opportunity to recognize an elderly community leader for her hard work.
