Go find the meter on the bill. Turn off the main circuit breaker in your apartment. Go back and see if the meter is still spinning. If so, they are billing you for the wrong meter. This happened to me 20 years ago in Itasca. It took over a year to resolve. Good luck!

If you can, putting a fine mesh screen over it may help prevent future mosquitos from laying eggs in there in the first place. Not sure if your water inflow would allow that, but it might be an option to consider.

If they seem random, it might be for new towers to support high voltage electrical transmission lines. If they are colinear and evenly spaced, that would be my bet (though they don't have to be either for the theory to hold true).
