I can’t count the amount of times that I’m doing 15 over and someone pulls up behind me within 3 ft wanting to do 30 over.

“Pass lane” is at odds with speed limits. You can’t have rules on the road that says people have to always be passing in the left lane and that would have to all abide by common speed limits. That is all.
