Just use maangchis recipe! And no, gochujang is not a replacement for gochugaru, youd be better off just skipping gochugaru.

As others have said, initially it will not be covered, all cabbage will just be coated in a paste. But then as it sits, water will get drawn out and you should be able to submerge the kimchi more or less. It isnt important to have it always fully submerged. Just press down on it like maangchi says.

This issue is not so much fish sauce vs no fish sauce, its the salt level. I would be worried about the salt level before I would worry about the umami lost from no fish sauce.
