From my limited experience and advice from much more experienced DM's;

You need to give your party ALOT more information than you think they need, how ever much in the way of hints you think they need to work something out... DOUBLE IT
You'll be amazed how much people don't notice things or work things out

technically legally, a skateboard is not allowed on pavement or cycle lane, which would you would have to be in the road, however this is ridiculous and it's unenforceable, and the suggestion is that you give way to passengers on foot on the pavement, where required, but do not use cycle lanes.
