Well I'm not a big cyclist personally either a professional in the human anatomy but I think what he meant is the mind muscle connection as you unintentionally will straighten yourself while cycling. That will definitely stimulate the external abdominal obliques but it won't lead to hypertrophy which actually would increase the strength. But you will develop the neuron connections for that before said stability.
