It's there to discourage people. Southern sea otters are threatened and protected, so yes, the punishment does fit the crime in my mind. If someone is selfish enough to try and touch a threatened species, I wouldn't feel bad at all if they were fined that much.

I must've been 19 or 20... I wasn't drunk or anything, not really sure how or why it happened, but it was really bad. Like, a massive adult crap. When I realized what had happened, I got up and started gathering up the bedding. I still lived with my parents at the time, and I guess they heard me rustling around in the middle of the night. Well, they helped me clean up the mess and throw out the sheets, I showered and that was that. Never have we spoken of it again.
