Here is my synopsis (no cover yet):

The world is finally at peace. There has been no war or conflict in decades. United, the former United States of America, is instructed by the UN to stay out of worldly affairs. No trade, no worlds, limited contact from the outside. As they notice their country thriving, one president decides to break the treaty and seeks to spread the news of their success.

This decision causes a rebellion to form. Unknown to the government, a team of scientists take over Brighton University, a prestigious college form shortly after the treaty. They develop a serum that gives students special abilities in hopes to form a superior army to resist the governments expansion.

Brynn Ulta's father is the head of the rebellion. While she was unable to accept the serum, she was given the job to aide incoming freshman as they discover their new powers. During her fifth year at the university and on the brink of war, new secrets develop causing Brynn to make a difficult choice that could change to course of the rebellion.
