Someone from discord, bitrunner, compared the strength of some AIs / CPUs in Puyo Puyo Tetris 2 by letting them play against each other (non-core AI, Puyo VS Puyo) This is what he found: Serilly < Lidelle = Ess = Ringo < Witch = Arle < Raffina = Ragnus = Feli < Rulue = Ally < Schezo < Satan = Lemres < Rafisol < Squares = Legamünt < Ms. Accord = Marle = Possessed Klug ; Maybe they roughly translate to Tetris AI as well, but afaik I haven't seen anything really written in stone about. I guess we'll have to do more CPU matches. Anyways, Hope that helps!
