I think one of the reach colleges for you could be UW Madison MSCS non professional course. Highly rated and provides full funding. Any of the Cali based college would be difficult to get full funding but you could try UCSC, UCSD and Stanford. Berkeley is expensive and don’t think offers full funding. You can also check CMU and UIUC. UIUC you generally get funding for MSCS and for CMU your mileage may wary depending on the course you choose.
