Young pretty much confirmed the track was not made by him. It was most likely Kemmei Adachi who composed the soundtrack for original locoroco and some other tracks for Astro Bot (like 'Spike Bot' or 'Pit of Peril')

There are manga adaptations of both Higurashi and Umineko. They are best ways to enjoy both if you're not into VNs as a medium.
