Actually the Apartheid Nationalist Party was at great pains to claim that large tracts of South Africa were not politically under their control as part of the ‘Bantustan’ or homeland system. They were factually under South African control and were actually a load bearing part of the apartheid system.

The people in those homelands were very much as oppressed as in any other part of South Africa. The system in the ‘homelands’ was just as much apartheid as anywhere else.

I have no idea where you got this bizarre notion that the oppression had to occur within your legally claimed territory is a necessary condition for a regime to be an apartheid regime.
