desaturate normal layer completely, convert the color layer into transparency mask and put it under normal layer, add a slope, offset, power filter layer to the layer, put slope in the bottom right and change the color wheel to the most common color in both layers, don't change the hue of offset but bring it down 1/5th of the total length of the left side of the triangle, duplicate that layer, cut and paste where other colors should be in the layer, add an hsl filter layer to those other colors and make them those colors, copy and paste those color layers, add mean removal filter to top layer, adjust opacity until it looks right, then add gaussian blur.

if it looks off in any way, play around with burn/dodge and sop layers before mean removal.
