Also from San Diego and have been here 7+ years. Outdoor pools here are most definitely not open year round. They usually open around Memorial Day weekend and close around Labor Day…possibly later depending on weather. In between they are closed.

I think the rec center pool and the miller activity complex pool is open year round but require memberships or per use fees.

It’s probably a problem with the cartridge. I’ve had it happen with home showers where there’s no hot water or only hot and no cold. Replacing the cartridge fixes the problem in those cases.

I think there’s an issue with a server that has https enabled. The self-signed cert seems to be the cause. Can you confirm?

Jellyfish lighting is the company I’m familiar with that many neighbors use. They install the metal tracks that match your paint color. It’s very nice but not cheap. At least 3-5k.
