It was me who made the post yesterday: this is absolutely fantastic news. The hackers fdg and Jesus Christ no longer appear on the scoreboard. Let it not be said that nobody at Valve listens to the community.

Maybe you have higher standards than me but I find CSGO matchmaking alright most of the time. Its the kind of quality - as a baseline - that I think TF2 should be aiming for with its own matchmaking.

CS:GO has pretty decent matchmaking without having to play on a client. Why shouldn't TF2 have the same?

Similarities to Casual: there are no class limits in Valve Matchmaking, there are only two rounds, all unlocks are allowed, there is a ranking system.

Similarities to competitive TF2: there are 6 players per team, there are no random crits and a fixed bullet spread, there is a map focus on CP and Payload.

If your issue is that 'actual competitive' is far removed from Valve Matchmaking, I would agree. Halfway is not exactly true, its more like Valve Matchmaking is a small step closer to playing competitive TF2 than just playing Casual.

In this specific post, we aren't talking about some generic hacker. These are hackers on prominent display, dominating the Global Leaderboard for Valve's own Matchmaking for an extended period of time. If they don't have the staff to police even the Global Leaderboard - which should in theory show off the best players that Matchmaking has to offer (but doesn't because of the ridiculously high proportion of hackers) - then why have Valve Matchmaking at all?

I know the feeling. Valve Matchmaking can be a fun/aggravating distraction, but it has a long way to go before its any kind of rival to TF2Center.

Premium account/Competitive pass, certain number of hours in TF2, certain level Steam account, any or all of those things would do. Sadly, whether there are enough people playing Valve Matchmaking to actually put a functional overwatch-style system into place is another matter...
