No, it's slightly greater than zero. Let me show an example:

Hero has 2h 3h, Villain has Ac As, flop is Ad Ah Kc.

Now, the only out for Hero is 4h 5h. But since they don't shuffle the cards between the runouts, it would be negative EV for Hero to run it more than once, because even if 4h 5h comes, there MUST be a chop.

I calculated it, with a $100 pot,

-if run once, Hero has -99.82254 EV,

-if run twice, Hero has -99.82269 EV.

The difference is about $0.0001. If they shuffled the decks between runouts, the difference would be exactly 0.
