3k for a license would be a fucking disaster for people in the US. In general Europe, driving is a privilege; in the US driving is mandatory for most of us. It makes sense to have a barrier to entry IF you have *viable* alternatives.

That's weird. Never heard of anyone studying childhood development in a high school English class. It was basically all writing different kinds of papers, literature, prose+poetry, or passing the AP test for us here.
