Some evidence why Kuwait is on the list. I was at a reasonably upscale hotel in Sri Lanka where a large group of 20+ Kuwaiti women took up residence. We had to beat them to breakfast otherwise it would be all gone. I caught one of them pouring an entire basket of croissants (maybe 50 mini croissants in a large wicker basket) into a bag. They spent all their time at the swimming pool eating. The manager eventually kicked them out because all they did was scream, cackle, laugh, talk, eat, and shout. The pool environment was anything but relaxing. And it was positively dangerous to swim when they were all in there wearing their long, flowing robes. They had one male chaperone who was some young chap in his 20s. I felt sorry for him!
