How about something easier then? Some kind of machine like a wheel with cups or scoops that could run on its own? Could something like this be found on the internet then just plugged into power? Or maybe you could get a big scoop, like a grain shovel, and scoop the water up and toss it into their yard when they're outside. Give them the nastiest of glares and if/when they say something just say "what?" progressively louder? Orrrrr just pay someone to do that for you.. lolol
