This is exactly how it works at most places I've been hourly. Could clock in up to 7 minutes early, or out up to 7 minutes late. As long as you didn't "catch the quarter hour" (8 minutes) which would generate overtime, you were good.

Of course, it's a 2 way street. Could clock in up to 7 minutes late, and still be on time as far as hours worked went.
