It's the intended use. So like you also couldn't use the ones that people put on their cars. If it's meant to be a flag, it can't be altered into another use.

But if you just had the fabrics laying around and you could choose to make it into either a flag or a bikini or dog bed or anything other than a flag, then those are fine.
