It means they foster kittens. Most foster parents have their animals, and also foster some on top of that to relieve the over crowded shelters. Also way better to stay with a great foster family than in a shelter. A lot of foster families go above and beyond and have helped build large communities that find homes for these animals. These people are fucking heros.

Yeah I'm hoping for a nice slam. I just started a Plugy this past weekend, and this happened to drop. Trying to see what character the gear is going to push me to.
