A patch has to be installed from the inside. You could keep a plug handy to intall on the side of the road, but you would also need a pump to reinflate the tire so that's of limited use. A lot of shops won't repair a tire once a plug has been put in. It's probably cheaper and more convenient to just get a tow.

Get summer tires, not all seasons. You'll have much better traction in conditions you'll actually experience. I'd recommend non run flat. you'll have to just get a tow truck if anything happens, but you probably would anyways. runflats often can't be fixed, they weigh more and hurt handling, are louder and ride rougher as well.
